BUILDING PERMITS 

             $25.00 Application Fee
  • $5.00 per $1,000.00 cost of improvements
  • $25.00 per foot for towers / turbines
  • PLEASE INCLUDE WITH APPLICATION: The dimensions of the lot or tract of land, the exact location of all proposed buildings and
    structures, and such other information as may be required by the Zoning Officer are shown on the
    drawing marked “A”, on the reverse side of this form, and made a part of this application.
    Proposed buildings, structures, signs, changes in use or other improvements, are as follows: 

ZONING CHANGES APPLICATION -
You may want to consider an Attorney to file, You may need a survey, the application must be completely filled out, you or your attorney must also provide a REPORT OF PROCEEDINDS, and must have A date and a place for the zoning board of appeals to sign THE PROCEEDINGS at the meeting. Also you will need to provide at the meeting, if they board approves: AN ORDINANCE AMENDING AN ORDINANCE ENTITLED "ZONING RESOLUTION OF MERCER COUNTY, ILLINOIS" this will be presented at the County board meeting for approval, and must have: passed and adopted date, a place for the County Board chairman to sign, and an ATTEST signature place for the County Clerk to sign.
* APPLICATION FORM: The attached application must be completed in its entirety. The application should address the reasons and/or purposed for requesting the change in zoning. Zoning officer shall receive and review all applications with State’s attorney office. The Zoning officer’s submission of an application shall NOT entitle the applicant to a specific outcome.
* APPLICATION FEE: $200.00 The application fee is to be paid at the time of filing the application. Checks should be made out to the “Mercer County zoning”. This fee is not refundable.
*SITE PLAN: The applicant shall provide a plan, draw to scale, which shows the location and dimensions of all property lines, existing structures, setbacks, location of existing wells and septic systems, and proposed buildings or uses.
*PROPERTY OWNER NOTIFICATION: The applicant shall provide a list of all property owners within two hundred (200) feet in areas zoned residential, three hundred (300) feet in areas zoned business or manufacturing, and one-quarter (1/4) mile in areas zoned agricultural or special districts. The applicant shall submit the notification information on the attached notification form. Notice will be given at least Fifteen (15) days prior to the hearing.
*APPLICATION PROCESS: The review process for an applications request may take up to three (3) hearings. The application will first be reviewed by the zoning board of appeals and zoning officer, the zoning board of appeals can make recommendations and changes to the application during the review process, the board will take until the next Zoning board of appeals meeting to review. A public hearing will then be held by the zoning board of appeals. The zoning board of appeals will make recommendations to the County board by a written review of proceedings and/or written amended ordinance. The County Board will make the decision to either approve or deny the request of the application.
*HEARING SCHEDULE: The Zoning board of appeals generally meets the 4th Thursday of the month. The County board generally meets the 1st Tuesday of the month.
*APPLICATION SUBMITTAL: All applications must be submitted to the zoning officer at least THIRTY (30) DAYS prior to The zoning board meeting at which it will be reviewed. This allows time for the required legal notice and property owner notification.
*HEARING: The applicant must be present at all public hearings to present the application request and answer any questions the Board may have.

CONDITIONAL USE APPLICATION
* $200.00 1st time Application Fee, $150 Annual renewal (if permit lapses, entire process begins again)

* Letters to be sent to be sent to adjoining landowners (by zoning officer)
*Goes before Zoning board (the meetings are held 4th Thursday of the month).
* Goes before Mercer County Board (meeting held 1st Tuesday of the next month).

SUBDIVISION PLATTING
* Platting Officer fee: $300.00 Collected by Mercer County zoning officer.

Follows IL plat act. 1st time split can be any acres without S/D plat. After 1st split anything <5 acres need a subdivision plat done. Plat will need to be approved by several people, including a platting officer
* Surveyor does a subdivision plat/survey
* Soil and Water need notified if rezoning from AG to anything else
* IF IT INCLUDES ZONING CHANGE; Notice published in newspaper least 15 days before Zoning meeting but not more than 30 days: Must be paid by property owner prior to publishing, ask for copy of certification.
